It was 1821 AD, and the Spanish had controlled the Philippine islands for 250 years.
But, until now, the Spaniards had not actually controlled everything.
Behind the colonists' backs, some natives had established clandestine trade channels with neighboring islands and the Asian mainland.
Black marketeers used flat-bottomed boats to smuggle nutmeg, silk, jade, and ginseng into Manila.
The odds of success for each smuggling operation are unclear. The fragile hulls and pirates waiting for opportunities to plunder add a bit of gloom to the future of these smuggling ships.

It’s not surprising that the goods that arrive in Manila fetch high prices on the black market.
This makes many people willing to pay the price for this high-risk speculation.
These black marketeers use their men to escort cargo, act as pilots to help their own cargo ships and hinder other rivals' cargo ships, or buy insurance in case the smuggling fails and they lose all their money.
Some wealthy businessmen even hired pirates to attack these smuggling ships and secretly embezzle illegal profits.

The price of success is risk in speculation, so goods that can be successfully transported to Manila's black market can fetch high prices. These black marketeers use accomplices to ensure they get their goods, bribe captains to increase their cargoes and impede other rivals, and pay to insure their cargoes against failure.
