A War of Whispers is a tabletop game that supports 2 to 4 players. Traditional Chinese version has original English There are guard tower models and variant rules that are not available in the KS Collector's Edition. In this game, five empires fight against each other for world supremacy. However, players do not play the role of kings who rule the empire, but members of a secret organization who regard war as a gamble and use their influence behind the scenes to manipulate the outcome of the war. This is a strategy game that requires players to foresight, conceal their intentions, and defect in battle.

At the start of the game, each player will have five loyalty tokens, one for each of five different empires, and bet on loyalty in a random manner. The player's main goal is to ensure that by the end of the game, the empire they are most loyal to controls the most cities on the planet.

The game mechanics of "A War of Whispers" mainly include:

• Area Majority/Influence : Players control different areas on the map by deploying agents to gain influence over the empire.
• Betting and Bluffing : Players secretly bet on the victory of different empires while trying to mislead other players.
