為了興建最快樂的城市，你們要收集有居民[人]和滿意度[心]的卡牌。遊戲結束時，兩者相乘的數值便是你們的分數，最高分的玩家勝出。

遊戲簡單直接，每回合玩家會跟隨你有的卡牌獲得收入，然後玩家順序做以下動作:

  1. 玩家可以棄掉中央區一張面朝上的建築物
  2. 然後玩家可以在任意牌組開牌以確保場上有三張牌。
  3. 接着必須購買1張面朝上的建築物或不購買任何卡牌，並從供應堆獲得1元。

遊戲一直進行直至有人有十張牌為止，最高分數的玩家勝利，是非常快又易學的最多5人的輕策遊戲
